Provider-imposed ancillary transaction fees have been eliminated by ADC. This elimination includes transaction fees for purchasing Prepaid Collect Services using a credit/debit card.
Please note that if using Western Union to purchase Prepaid Collect services, Western Union will charge a fee of $5.50 when using its SwiftPay product. No additional fees are imposed by ICS Corrections on top of these negotiated charges.

As noted above, called parties must submit an application and be approved to receive phone calls from ADC inmates. Click here for application rules. If you have been previously approved to receive calls from ADC inmates, you do NOT need to re-apply. Once approved, called parties do not need to take additional action to receive calls from an ADC inmate. Calls can be received using any of the three methods described below.
Each time an inmate/offender/resident attempts a call to your number, the system requires your positive acceptance prior to allowing the call to go through. The system also allows you to deny the call or block future calls to your number, in addition to offering the opportunity to hear a rate quote for the call.
Once they are approved to receive calls by ADC, friends and family members do not need to contact anyone further. Payment options will either be presented at the time calls are accepted, or through other methods as described below. Three primary methods of payment are available:

Yes. You may accept calls on your cell phone by setting up a Prepaid Collect account through ICS Corrections' billing agent ICSolutions, by calling 888-506-8407 or visiting www.icsolutions.com. Debit (inmate-paid) calling also allows calls to cell phones.
When purchasing prepaid phone services through a mail-in purchase, please be sure to include with your payment, your name, address and the designated telephone number you wish to receive calls from.
When you receive a call from ADC inmates, you will be given the option to to refuse that call. Additionally, you will be given the option to block all future calls from ADC.
If a called party inadvertently blocks their phone number in error, please call ICS Corrections' agent ICSolutions at 888-506-8407 .
The Inmates complete a form provided by ADC and place it into a drop box for resolution.Release cards issued to inmates upon release shall contain the balance of account which includes Spendable, DDA, Retention and Discharge monies. The inmate phone account monies will be posted to this release card to complete the phone account refund process.
For Prepaid Collect customers, please call 888-506-8407 . Our representatives can investigate technical problems with your phone call, including listening to the call recording to determine the cause. If it is determined that the problem was not caused by another external factor (for example, a bad cell phone connection), our Customer Care Representative can credit phone services back to the account that was used for the call.
All international calls are paid for by the Inmate’s Debit Account.
The calling rates for international calls are changed quarterly to comply with the FCC regulatory requirements. The updated rates are based on the actual cost to connect calls to each individual country plus $0.07 per minute.
